Policy engagement and influence: seven policy entrepreneur tools

Purpose: To introduces a range of tools for being more influential in bringing about evidence-based policy and practice change.

Description: The following tools are briefly introduced in the video:

  • Context, evidence and links framework
  • Alignment, interest and influence matrix
  • Outcome mapping
  • Force-field analysis
  • SWOT (Strengths, weaknesses, opportunities, threats) analysis
  • After action review
  • Stories of change.

There is a Tools for Policy Entrepreneurs handout to accompany the video (PDF 398KB). The tools were introduced in a prelude to a workshop, where participants were particularly invited to explore the context, evidence and links framework and the alignment, interest and influence matrix. The video also includes discussion of participant experiences with these tools.

The tools were developed by the ODI (Overseas Development Institute) Research and Policy in Development Programme (RAPID).

This workshop followed on from (and refers to) ‘Knowledge vs Politics – How Research can Contribute to Better Policy’ by John Young, which was a plenary talk from the First Global Conference on Research Integration and Implementation.  On the I2S website this is listed under “Tools” as “Policy improvements through research: knowledge vs politics.”
